A park-and-loop routing problem with parking selection and multiple deliverymen

We consider the problem of a last-mile operator delivering parcels to customers in a dense urban environment. The operator uses vans that can only park in specific locations reserved for commercial vehicle loading and unloading. The operator must devise the routes for one or more delivery vehicles, each carrying one or more couriers. Each route starts and ends at a central depot and visits a sequence of parking spaces. The operator has a set of customers requiring delivery and must partition this set by assigning each customer to a parking space visited by some vehicle. When a vehicle arrives at a parking space, on-foot couriers deliver parcels from the vehicle to the customers assigned to that space. When all couriers complete their deliveries, they board the vehicle again and proceed to the next parking space. The operator must also decide how many couriers will board each vehicle.
